Tito, Genio, and Maja live in the Village waiting to move to the future-oriented 3Cities where a bright tomorrow awaits them. In the meantime, they spend their free time in an old boat and play with the dog Zampa. When the Metropolitan Guard arrives at the Village, the three teens discover the truth: all the inhabitants are implanted with a microchip that controls their movements and the adults are forced to act as laborers for the construction of the 3Cities. Genio however does not suffer the same fate of his friends because he is the son of one of the commanders of the Guard. Therefore, he moves to the control tower where training begins to join the police force and be part of the ruling class. Tito and Maja escape and join a rebel group, the Subverters, and become guerrillas. When the rebels cause a blackout and take over the city, the parties are reversed! The 3Cities are a shattered dream and the Subverters, victims of their own vengeance, seem to promise a violent future. Tito, Maja, and Genio meet again face to face. Now it is the time for them to choose which future they want to build.
